Bulacan State University (BulSU) food stall holders welcomed the students with an additional 5PhP for every student meal due to increased price of sale in the market. New set of price list was settled on to be food chains’ standard fee. All food stalls are covered including BulSU Food Court also known as CON Canteen, BulSU Canteen, and BulSU Restaurant. From the old price of 30PhP, a vegetable meal with rice is already 35PhP, while a meat dish with rice is now worth 40 Php from 35PhP before. “Nagtaas kami hindi dahil sa gusto lang namin, nagtaas kami dahil nagtaas rin ‘yung bilihin. E s’yempre gusto namin mapanatili ‘yung lasa ng pagkain para sa mga customer, gusto naming kumpleto parin ‘yung ingredients sa mga ulam, at para matugunan naming ‘yun kailangan naming nagtaas,” said Felipe dela Cruz of Goto My Love, one of the stalls in BulSU Food Court. Each food chain is equal in pricing. They guarantee each other to only have a competition in terms of the taste of their food and the service they provide to the customers. Also, they assure that this is temporary, when market’s price roll back; they will return the old price. “Every start ng school year, nagkakaroon ng meeting ang stall holders. Napagkasunduan nila na dapat ay may standard price ang pagkain. Kailangan rin naman nilang kumita para may maipambayad sa tauhan at renta lalong-lalo na ngayon na tumaas ang presyo ang ilang bilihin, pero kapag naman nagbaba ng presyo sa market, magbabalik presyo rin kami,” stated Felicitas Mirabuenos, Accounting Office head and meeting chief of BulSU’s food stall. On the other hand, some students are disappointed with the changes in the new set of meal price. A 5PhP worth can affect a lot in their budgeting allowance. “ Malaking halaga na ‘yong limang piso na ‘yon para sa aming mga estudyante. Nagtaas nga ng presyo, pero ‘yung allowance namin ganun parin. Mahirap magbudget lalo na sa mga katulad kong nagdodorm,” exclaimed Quincy Vinuya, BSED 3H.

Muling isinagawa ng Pambansang Komisyong Pangkasaysayan ng Pilipinas (PKPP) ang taunang porum na ginanap sa Dambanang Marcelo H. Del Pilar, San Nicolas, Bulakan, Bulacan nitong ika-15 ng Agosto; bilang pakikiisa sa selebrasyon ng Araw ng Bulacan. Nilahukan ng 82 mag-aaral ng kursong Edukasyon, Journalismo at Turismo ng Bulacan State University (BulSU) ang porum na may temang “KWENTONG BAYAN: Ang Kultura at Sining sa Lalawigan ng Bulacan, sa Gitna ng Himagsikan”, kung saan diniskurso ang yamang taglay ng lugar pagdating sa pagkain, literatura at tradisyunal na sining nito. “Gusto kong ma-i-highlight sa forum na ito ang mga basic ngunit hindi masyadong binibigyang pansin na bahagi ng kasaysayan ng Bulacan. At napili nga namin na ibahagi sa mga tagapakinig ‘yung musika, mga tula, pagkain at produktong dito sa probinsya nag-originate,” pahayag ni G. Alex Balagtas, Punong Pansangay ng PKPP-Bulacan. Tumagal ng halos limang oras ang diskusyon sa pangunguna ni Bb. Rheeza Santiago-Hernandez bilang panauhing tagapagsalita. Ibinida ang iba’t ibang putaheng paborito ng mga bayani na tubong Bulacan at binigyang diin ang mga sinaunang awitin at pagtula sa pamamagitan ng mga pagtatanghal. Upang ipagmalaki ang produktong gawang-kamay ng Bulacan, ipinakita ang mano-manong paggawa ng dalawang klase ng puni na tanging gamit ay mga dahon: sisidlan sa pagluluto ng kanin at borlas ng pastilyas. “Gusto naming maipakita sa bagong henerasyon na nag-e-exist parin ang mga ganitong handicrafts. Bukod sa mga kaalamang naidulot ng porum, nagkaroon din ng pagkakataon ang mga mag-aaral na masilayan ang puntod ng mga bayaning Bulakenyo kabilang na rito ang kinalalagyan ng labi ng Dakilang Propagandista na si Marcelo Del Pilar. “Kahit pa sabihing dito lang sa Bulacan e malaking tulong ‘to sa mga estudyante and as I know, 80% ng history ng Pilipinas e dito nangyari. ‘Yung mga forum na ganito e dapat talaga in-e-execute para narin ma-recognise ng bagong henerasyon ang yaman ng Bulacan sa kasaysayan,” pahayag ni Sofia Pelaez, estudyante ng Turismo sa BulSU Meneses Campus. Tinapos ang programa sa panghihikayat na makiisa at sumuporta sa mga produktong Bulacan bilang pagpapahalaga at pagpepreserba sa kasaysayang nakabalot dito. At bilang pasasalamat, nakatanggap ng mga sertipiko ang mga dumalo. Muling inungkat ang mga nagawa ni Gat. Marcelo H. Del Pilar sa Unang Panglalawigang Kumperensiyang isinagawa noong ika-30 ng Agosto sa Malolos Sports and Convention Center. Dinaluhan ng mga mag-aaral ng Jornalismo at Turismo ang seminar na may titulong “Mastermind” kung saan diniskurso ang mga kontribusyon ng Propagandistang si Del Pilar sa rebolusyon at paghubog ng bansa. Ayon kay King Cortez, isang hitoryador at propesor na siyang naging tagapagsalita sa diskusyon, si Marcelo del Pilar ang tunay na Utak ng Katipunan. “Kung tutuusin mas malaki ang paghihirap na dinanas ni del Pilar bago siya mamatay kaysa kay Rizal. Ang kaso nga lang, mas dramatic ang pagkamatay ni Rizal. Kung ipantatayo man ‘yun ng building dapat sigurado, may mga building nga dito na hindi pa tapos e,” exclaimed 4th year Psychology student Angel dela Cruz. CHED’s Clarificatory Statement on the Matter Development Fees and Conditions for its Implementation by the Governing Boards of State Universities and Colleges cleared that Development Fee accumulated for 2013-2014 will not be returned in spite of Resolution 221 issued September 2012 which proclaimed that collecting Development Fee is illegal. Moreover, the follow-up statement from CHED explained that the charging of development fee is on the decision of the university’s administration. If the collection proceeds, the fee will be treated as fiduciary fund that will state a specific and estimated project then undergo in the right process before usage. The outbreak So much for resolutions and memorandum agreements, BulSUans got fed up to the abrupt change of memos between the Bulacan State University (BulSU) and CHED that leads to the range of doubts and misinterpretation among the students. “Pinagulo nila ‘yung sitwasyon, dapat kasi sa CHED bago maglabas ng reso sinisigurado muna nilang hindi pabagu-bago, ang nangyayari. Dapat hinahandle nila nang maayos ang sitwasyon hindi ‘yung nagkakagulo ang estudyante kung ano nga ba talaga ang totoo” expressed Liezel Camua of BeEd Generalist 2A. However, the administration gave consent to the unresolved issue of Development fee by stating the clarificatory note from CHED with clear emphasis of its reliance in agreement with the university whether it shall be implemented or junked. Furthermore, President Mariano de Jesus himself declared that even without development fees, the university can survive due to the economic activities and income. “Ang sabi kasi sa Clarificatory statement e nakadepende sa’tin kung itutuloy natin o hindi , pero ang sabi ko sa mga Vice President ko, parang hindi pa ito final kaya dadalhin ko muna sa ating board of regent, pero kung ako nga lang personally ang masasabi ko ay tanggalin nalang since we do have other income.” Refund, no more The verdict has already been final. While the administration continues to hear the cry for refund of the students they clarify that they are more willing to conduct compensation but that would be another long journey for the students for there is no fixed pronouncement of the board yet. “Ididiscuss muna rin sa meeting, pero wala naman kasi tayong problema sa pera kaya project nalang talaga ang kailangan. Kaya kung itatanong niyo sakin kung tuloy ba o hindi [refund], e hindi ko pa masasabi dahil wala pang fixed decision,” utter de Jesus. Future’s call Even through the plea for refund, administration propose to use the development fee fund for infrastructural purposes that can be used by all students instead of paying back and see the fund go to misuse. Board of Regents (BOR) Chairman Sanggalang suggests putting up a structure essential for student organizations. “May punto naman ang ating Commisioner Sanggalang na kapag nirefund natin ‘yun, ‘yung 500 pesos, e isang loadan lang ng cellphone ‘yun e, samantalang kapag pinagsama sama, e mas malaki, why not put up a structure? Gawin niyong center for student organization na du’n mo ilalagay lahat ng student orgs,” added de Jesus. However, de Jesus clarifies that the project is not yet confirmed. The board will first study and talk about the process before declaring their final decision. But PDM stick to their perspective as they wanted to bring back the money of mass student. Believing that even without CHED Memorandum, the university has the power to deduct and remove fees, considering the 2013 Memorandum no. 1 which deducted a 100 PhP on the Dev’t Fee by just the power of its own BOR. “Ang call ng PDM sa admin, 2013- 2014 naningil kayo ng walang clarificatory statement, naningil kayo ng alam niyong illegal, gamitin natin ang power ng board. Kung talagang gusto niyong ibalik yan, maibabalik niyo yan kahit pa sinabi ng CHED na walang manyayaring reimbursement,” dared Carpio. Furthermore, students from satellite campus speak out as Dev’t Fee payer; have the guts to request for their benefits on whatever the decision will be. “Bilang estudyante pa rin ng BSU at nagbabayad ng Dev’t Fee, kailangan makinabang din kami sa anumang magiging desisyon. Kung building man ‘yan o kahit mga bagong electric fan lang, kailangan mararamdaman din namin dito sa campus namin,” requested Angelica Canimo, 3rd year BSED, Bustos Campus. Pro’s and con’s Opposing PDM’s statement regarding chunks of disadvantages of development fees to students, the administration mentioned its favour towards BulSUans through its visible outcome such as new building and drainage construction. However, De Jesus mentioned the might disadvantages of the matter adjusting to the program for the next 5 years and its compulsory resolution to lessen the projects and expenditures. “Ang advantages niyan e it could be use for development. In other words, that could be use for providing more services to the students. Kapag may dev’t fee, may additional na pera to provide more services and to have more structures,” De Jesus boast. As long as there is progress and the result is evident, some BulSUans still believed that the administration is performing their duties to the university despite the change of resolutions. “Kung totoo man talagang may advantage sa aspetong ‘yon, mainam. Dahil may mga proyekto naman palang pinatutunguhan gaya nitong kasalukuyang drainage na ginagawa at ‘yung iba pang sinusulong na gawing buildings, library at ‘yung balak na ampitheater,” explained John Paulo Teodoro, BLA 3A Tracking back history, the campaign against the former Php 600 Development Fee started since its implementation on year 2004. The historic Biak-na-Bato in San Miguel, Bulacan has been a tourist attraction for centuries but recently became a distraction of many lives as seven Tourism students of Bulacan State University (BulSU) drown in Madlum River during an educational trip happened on August 19. Because of thunderstorm, an unexpected downpour had started immense flooding in the cave complex in the adjoining river as rainwater came rushing down the Mt. Manalmon. The same moment, nine students: composing the seven died and the two survivors are crossing the river. “Delikado talaga sa bundok Manalmon lalo na kapag may ulan, kasi magsasama-sama ‘yung tubig then sa Madlum River ‘yan dadaan pababa. Mas malakas ang pwersa at mas maraming tubig na nag-ko-cause ng flashflood,” stated Executive Officer Liz Mungcal of Bulacan Provincial Disaster Risk Reduction and Management Council (PDRRMC). The tragedy led the province of Bulacan into its gloomiest atmosphere, banning all the field trips of BulSU and temporary closing of Madlum’s tourist spot. University in Black As Bulacan State University initiates prayer vigils and masses for the victims, various reactions and comments spread in social networking sites about the field trip that ended up with catastrophe. Thousands of people show their sympathy not just to the family of died students but to the whole university by changing their facebook’s profile picture advocating prayers for seven tourism students and for the school. Also, there are criticisms and negative judgements came from different people nationwide. Based on posts on the facebook page of BulSU, the university must be punished because of safety deficiency and lack of preparations for the trip. The tourism students who joined the excursion stated that there are no professors guiding them during the tour. Commission on Higher Education (CHED) said that if the current investigation proven that the university failed to reach the requirements in initiating off-campus activity, the license of it will be removed. Moreover, families of died students will take legal action against the university. “Buhay ‘yung nawala. Hindi ‘yun mababayaran ng kahit anong halaga. Kung may dapat mang managot, ‘yung nagkulang. Hindi naman kasi ‘yan mangyayari kung hindi nagpabaya e. Hindi man maibalik ‘yung buhay ng apo ko, dapat man lang na mabigyan siya ng hustisya,” cried Aurita Landayan, grandmother of Michelle Bonzo, one of the victims. As he now shouldering all the accusations to the university, President Mariano de Jesus stated that the happened tragedy was the biggest dilemma of the school in its history and this will only be resolved through prayers and acceptance. Tourist Spot in Block Due to the incident, the municipal government of San Miguel has temporarily closed the Biak-na-Bato national park for local and foreign tourists. Biak-na-Bato is the mountain hideout of the revolutionary forces during the Spanish regime and the place where the Malolos Constitution was signed by Gen. Emilio Aguinaldo and Pedro Paterno. The park appeals to the adventurous spirit with its challenging rock formations. Its history and scenery are the foundation for being a perfect place to visit in. But according to some residents, there are life sacrificed in the Madlum’s cave and river every year. “Taon-taon talaga may namamatay d’yan e. Hindi ko lang masabi kung nagkataon lang pero mataga-tagal nang walang nagbubuwis ng buhay sa Madlum kaya siguro pito ang kinuha,” thought Evelyn de Guzman, resident of San Miguel, Bulacan. Roman Romulo, who is the chairman of the House committee on higher and technical education, said he wants to know why the students "were recklessly exposed to such extreme danger in the course of what should have been a trouble-free school outing." According to him, eight people on a picnic, mostly children and teenagers, were also swept away when the river overflowed back in September 2004. Half-mast. Ang importante ngayon, maipakita natin ang pagkakaisa ng unibersidad at ang pakikiramay sa mga nawalan,” pahayag ni Dr. Cecilia Geronimo, Vice President for External Affairs. Kaugnay nito, kinansela ang mga aktibidad sa labas ng unibersidad gaya ng mga field trips at travel tours, at pinagdedesisyunan ang pagkansela ng Intramurals ngayong taon. Pagkansela ng mga Field Trips Idineklara ni Dr. Mariano de Jesus, presidente ng BulSU na wala munang isasagawang ekspidisyon sa labas ng kampo, gayundin ang pagsasagawa ng pananaliksik sa pinangyarihan ng trahedya. Ang lalabag sa kautusang ito ay paparusahan ng ekspalsyon. Kaugnay nito, maraming estudyante ng BulSU ang nagbigay ng sari-saring reaksyon at komento: “Tama lang na wala ng field trips, bukod sa gastos lang ‘yun e delikado pa nga lalo pa’t hindi naman sinisigurado ng husto ‘yung security ng mga estudyante. Mas mahalaga parin naman ang buhay sa lahat,” komento ni Paulo Teodoro, mag-aaral ng Arkitektura. Mayroon din namang umangal at hindi pabor sa kautusang ipinatupad ng presidente. Ilan sa kanila ay mga estudyanteng mula sa kursong nangangailangang makisalamuha sa ibang tao at pumunta sa iba’t ibang lugar, tulad ng kursong Tourism. “Hindi dapat tanggalin ng tuluyan ang tours. E paano kaming Tourism students? Kailangan namin ng tour, dahil du’n tungkol ‘yung course namin. Paigtingin na lang dapat ‘yung safety ng mga estudyante, h’wag maging pabaya,” pahayag ni Genevie Aspera, mag-aaral ng Turismo. Sa kasalukuyan ay pinag-aaralan pa kung tuluyan na ngang aalisin ang mga ekspidisyon na kasama sa kurikulum ng mga kurso. Pagkansela ng Intramurals Kaugnay parin ng pagdadalamhati ng buong unibersidad, umuugong ang balitang hindi muna magdaraos ng intramurals ang Bulacan State University. “Hindi parin final ‘yung desisyon ng Admin e. Pero may chance nga na hindi muna tayo magdaos ng mga ganu’ng event, respeto na rin sa mga kapwa natin BulSUan na namatay. Siguro after 40 days nu’ng trahedya saka mag-a-announce kung tuloy ba ang intrams o hindi,” pahayag ni Student Government President Michael Santos. Hindi pa man pinalisado ang desisyon, maraming estudyante na ng paaralan ang umalma sa planong ito ng administrasyon. “Hindi na siguro tama kung pati ‘yung Intramurals e ikakansela ngayong taon. Wala namang may gusto du’n sa nangyaring trahedya, e bakit idadamay pati kami? Saka matagal na rin kaming naghahanda para du’n, kaya sayang naman kung hindi matutuloy,” reaksyon ni Steve Perez, miyembro ng Red Antz, basketball team. Taliwas naman ang paniniwala ng dekano ng kolehiyong kinabibilangan ng mga nasawing estudyante. Ayon kay dean Nerisa Viola ng College of Home Economics, nararapat lamang na huwag munang magsagawa ng anumang malaking selebrasyon ang paaralan bilang respeto sa mga namayapang estudyante. |
